Community Services Community Development Program Community Development Program (CDP) The Community Development Program is the NIAA’s remote employment scheme. CDP supports job seekers in remote Australian communities to build work skills, address employment barriers and contribute to their communities through a range of high-quality activities, projects, employment and intensive case management. ALPA operates a community-controlled model for the delivery of CDP, ensuring that we are working closely with community members to co-design the priorities of the program and to ensure it meets the needs of the wider community in each area that we deliver. ALPA delivers in the following locations and engages nearly 4000 people in the program: Galiwin’ku Milingimbi Ramingining Gapuwiyak Minjilang Gunbalanya Jabiru Nhulunbuy Gunyangara Yirrkala In addition, and in partnership with regional Aboriginal corporations, we deliver the CDP in more than 200 homelands across Arnhem Land. We focus on building strong relationships with each participant and working with them to identify their goals and aspirations and providing high quality tailored supports to achieve those goals. Taking this focus when delivering CDP means that we are supporting community members to make self-determined choices about what their future looks like and what they want to do with it. CDP Supervisors The Yolŋu, Bininj and Mirarr CDP supervisors are the backbone of our whole model. We have a collaborative planning model, where supervisors and CDP participants come up with the project plans, building a grassroots approach that is driven by participants. This builds engagement through people working on projects that are meaningful to themselves. Some of our projects include Hairdressing, woodwork, digital media projects, gardening, music workshops, and much more. We are dedicated to working in consultation with our CDP Supervisors to deliver appropriate and engaging activities. Community Projects In August 2022, the federal Government announced that it would be working to replace the Community Development Program and undertaking significant consultation and trials to inform this new program. The Minister for Indigenous Australians, Linda Burney, advised that there would be work to “replace the Community Development Program with a new program with real jobs, proper wages and decent conditions for Australians living remote communities.” Community Projects are one of these first steps, which has enabled ALPA to create a number of community-led enterprises, which generate their own income and pay their staff real wages with full award conditions. There have also been projects set up to address barriers to employment such as health and transport, as well as projects delivered by our regional partners to deliver outcomes for jobseekers.
