ALPA was incorporated under The Northern Territory of Australia Association Incorporation Ordinance 1963 of 20th June 1972. In 2008, ALPA moved from the NT Association Act to the Federal Corporation (Aboriginal and Torres Strait Islander) Act (CATSI Act). As a corporation, ALPA defines it's own powers, membership eligibility, organisation, voting rights and meeting requirements.
The Corporation's structure is designed to maximise informed members participation. This is an ongoing organisational challenge given the diversity and dynamics of community social alignments.
ALPA members are representated by a Board of Directors. Each member community has two representatives on the Board. ALPA's General Manager is responsible to the Board for the efficient and effective day to day operations of the corporation.
